The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems. 

CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally. 

Established in Vietnam in 2006, CHAI works with several departments in the Ministry of Health to help them reach national goals related to hypertension, diabetes, HIV, TB, malaria and immunizations sustainably.

Background

Tuberculosis (TB) remains a significant global health threat, with over 10 million new cases and more than 1 million deaths annually. According to the WHO Global TB Report 2024, Vietnam ranks 12th among the 30 countries with the highest TB burden and 10th for multidrug resistant TB (MDR-TB). 

The current Bacille Calmette-Guérin (BCG) vaccination offers limited protection, primarily for infants and young children, against severe forms of TB such as meningitis and disseminated disease. However, it does not effectively protect adolescents and adults, who represent the majority of TB cases and are the primary transmitters of the disease. Developing new TB vaccines targeting these populations is essential.

Introducing a new TB vaccine faces several challenges, including complex service delivery systems, fragmented responsibilities between the National Tuberculosis Programs (NTP) and the National Expanded Program on Immunization (NEPI), and uncertainties in financing. Significant information gaps regarding the global TB vaccine market size and demand forecasts further hinder stakeholders’ decision-making. Country level stakeholder consultations are crucial to address these gaps and uncertainties.

 

Responsibilities of the Consultant

The consultant will work closely with CHAI’s designated team and other partners over a period of 30 days to complete the following activities:

  1. Data Collection: Gather relevant country-level health data related to TB and vaccination, including disaggregated TB incidence across various population subgroups in Vietnam (e.g., age, gender, geographic region, and high-risk populations)
  2. Material Customization: Adapt new interview tools- such as interview guides, consent scripts, and background briefs- to suit the local Vietnamese context, incorporating input and guidance from CHAI and other technical partners.
  3. Stakeholder Identification and Outreach: Identify and prioritize key stakeholders from both government and non-government sectors who are relevant to the introduction of a novel TB vaccine and the overall project. Coordinate with CHAI and local partners to conduct outreach and schedule interviews.
  4. Interview Implementation: Conduct in-depth qualitative interviews with selected stakeholders to gather perspectives on key enablers, barriers, and considerations for the potential introduction of a new TB vaccine in Vietnam.
  5. Insight Consolidation Collaboration: Work collaboratively with CHAI’s country team and global teams to synthesize key themes and findings from the interviews. This includes organizing raw data, preparing summaries, and participating in debrief discussions to ensure a comprehensive understanding of stakeholder perspectives.
  6. Additional Support: Provide other relevant inputs or assistance as needed during the consultancy period to ensure the smooth implementation and completion of project deliverables. This may include participation in virtual coordination meetings, preparation of slide decks, or support with follow-up queries from stakeholders.

 

Duration

The consultancy is expected to span a period of 30 days, commencing on May 2 and concluding on May 31, 2025.

Selection Criteria

Candidates will be evaluated based on the following qualifications and competencies:

  • Master’s degree in health, business or or a related field, or equivalent relevant experience. Prior experience in TB and vaccination is strongly preferred, with a minimum of 3 years of professional work experience in the public health sector
  • Demonstrated experience in public health research, implementation science, and the use of relevant evaluation models and methodologies, particularly in establishing baseline figures and assessing post-intervention changes and targets
  • Ability to work effectively under pressure in a fast-pace environment and collaborate with multidisciplinary and multicultural teams, including colleagues and external stakeholders
  • Proven ability to conduct stakeholder interviews and lead data collection efforts independently and with rigor.
  • Excellent verbal and written communication skills in English, including the capacity to synthesize complex information and analyses for diverse audiences.
  • Familiarity with the Vietnamese health system and the national TB landscape is strongly preferred.
  • Strong analytical skills, both qualitative and quantitative, and high proficiency in the Microsoft Office Suite (Excel, PowerPoint, Word, Access) along with other relevant software packages.
